Extension to the expiry date for the approved Locomotive Spur and Service Pad Project (PER No. 17-401) – Public Comments Invited 

May 18, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Locomotive Spur and Service PadExtension to the expiry date for the approved Locomotive Spur and Service Pad Project (PER No. 17-401), located at 1001 Low Level Road, North Vancouver BC, is likely to cause significant adverse environmental effects. Written comments to be received by June 16, 2021.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All personal views and opinions received, including the writer's name and personal information shared, will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment

Neptune Bulk Terminals (Canada) Ltd. (the Permit Holder) proposes to carry out physical activities related to the approved Locomotive Spur and Service Pad Project up until June 30, 2023. This would require an extension to the approved Locomotive Spur and Service Pad Project permit (PER No. 17-401), which has an expiry of June 30, 2021. The Permit Holder has indicated that they have requested this extension due to the delay of this project relative to other works that the terminal has prioritized. There is no change to the scope of work or construction activities specified in the original permit (available here).
