Expansion of The Concrete Pump Truck Manufacturing Plant in Texas, USA – Public Comments Invited

May 17, 2021 – The Business Development Bank of Canada (BDC) must determine whether the proposed expansion of the concrete pump truck manufacturing plant of Delehay Group of Companies, located at 11917 FM 917, Alvarado, Texas, USA, is likely to cause significant adverse environmental effects.

To help inform this determination, the BDC is inviting comments from the public respecting that determination. . All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The project:

Delehay Group of Companies is requesting financing from the Business Development Bank of Canada (BDC) to expand the manufacturing facility and add a new paint booth. The funds will be used to erect a 4,275 square meters steel building expansion and add a new paint booth that will be integrated into the building.

The site of 40,470 square meters is owned by DLDUS Inc., part of Delehay Group of Companies, and located at 11917 FM 917, Alvarado, Texas, USA.

The building is a basic prefab steel structure that will be erected on an existing developed site that will provide additional space to accommodate the higher demand for concrete pumping units. The concrete pumps are imported under third party supply agreement. They are then painted and assembled onto truck units. The new paint system will be capable of performing a higher quality of paint job.

The new construction expansion will be located on the north east portion of site with all existing buildings located south west of the new building.

Development permit issued by Johnson County, Texas, which the city of Alvarado is located within.

Project activities and components include:

  • New building construction of 4 275 square meters made of basic prefab steel structure, slab on grade. As per geotechnical recommendations, soil has been removed at the location of new building on site to allow for moisture in the site to dry, then soil will be placed back and compacted to provide for optimal sub-base conditions. The remainder of the site has already been graded in the previous developments of 2002 and of 2010- 2013. No bodies of water are on site (closest is over 9 kilometers away) and there is no vegetation on site that would be disturbed as a result of the project.
  • Downdraft Paint Booth (dimensions of  9.75 meters, 7.06 meters, and 45.82 meters for the width, height and depth respectively) designed to meet National Fire Protection Association, standard number 33, filters are EPA certified,  and the filtration system is UL rated with 99% particle removal efficiency as per specifications provided by the supplier of the booth.
