Public Comment Period on Intent to Make a Determination
Compliance of Petroleum Product Storage Systems

March 19, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

This project involves the execution of the work as well as the supply of labour, materials and tools necessary for the compliance of around thirty storage systems for petroleum products present at CFB Bagotville and the satellite sites of Castor Lake, the Chicoutimi Naval Reserve, the Laterrière lighthouse and the Armory, as well as the replacement of an old service station with a new one. The work involves, but is not limited to, identification, inspection, calibration, anchoring, grounding, bonding, restoration, cleaning, demolition, replacement, installation, construction and painting of: petroleum product tanks, leak detection and alarm systems, fuel pumping systems, piping, concrete works (curb, sidewalk, slab, containment basin), electrical components (cable, wires, conduit), probes, vents, guardrails, walkways, stairs, paved areas, level gauges, fill whistles, anti-siphon valves and seismic pipe supports. Exploratory excavations, excavation, potential soil remediation, and management of contaminated residual materials are also included in the project.
