Sagkeeng (Fort Alexander) Assisted Living Complex – Public Comments Invited

February 27, 2021 – Indigenous Services Canada must determine whether the proposed Sagkeeng Assisted Living Complex, located in Sagkeeng First Nation is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Sagkeeng First Nation is looking to construct an accessible, ten-unit supported living complex for persons with disabilities living in the community. The proposed Sagkeeng assisted living housing project will include both a residential and commercial component for a total area of 11,320 sq ft.

The residential portion of the building will include ten one-bedroom suites, each approximately 600 sq feet in size. The suites will be fully accessible and conforming to universal design principles. Each suite will be designed for independent living and include a full kitchen. The building will have a common entrance for the residential units and approximately 850 sq ft of common space for recreation and programming purposes. An additional 1,200 sq ft has been allocated for circulation and service rooms.

The commercial component of the building will consist of approximately 3,270 sq ft of office space which will be rented by the Home Care Program run by Sagkeeng Health Centre. The commercial space will have a separate entrance from the residential component of the building. The Home Care Program requires three private offices, a procedure room, storage room, reception area, and two larger spaces for charting meetings. In addition, the Home Care Program requires a tub room for bathing clients, and bathrooms for use by clients and staff.

The living complex is being proposed to be built on Lot 121 of Sagkeeng First Nation, an area which is currently an unused green field. There is currently no existing infrastructure located on the proposed site. The Health Center is located across the road from the proposed site.

Activities may include but are not limited to mobilization and demobilization, clearing of vegetation and grubbing, excavation and backfill, piling forming and pouring concrete, utility trenching and connections, erecting structural components, proper onsite and offsite waste management, mechanical - plumbing and HVAC, electrical, millwork, carpentry, landscaping, etc. Upon commissioning, activities at the site will include residential operation and maintenance which may include, but not be limited to vegetation maintenance, cleaning, upkeep of grounds, parking  lot usage, and minor residential chemical storage.
