Shellburn Berthing Dolphin Replacement Project – PER No. 20-012-02 – Extension to the Expiry Date – Public Comments Invited

February 4, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed amendment to extend the validity period of the approved Shellburn Berthing Dolphin Replacement project, located in Burnaby, BC is likely to cause significant adverse environmental effects. Written comments to be received by March 5, 2021.

To help inform this determination and a decision on whether or not to approve the proposed permit extension, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project Amendment

Shell Canada Products Ltd. proposes to carry out physical activities related to the replacement of four existing berthing dolphins and the installation of a fifth berthing dolphin at the Shellburn facility up until June 30, 2023. This would require an extension to the approved project permit (PER 20-012), which has an expiry date of June 30, 2022.

In-water works have been planned to occur during least-risk windows for the protection of fish and fish habitat in 2020-2021 and 2021-2022. Based on the latest schedule, a third in-water construction season is needed to complete the project. There are no changes to construction activity or the scope of the work.
