Notice determination

July 7, 2020 – Indigenous Services Canada has determined that the proposed Kasabonika Lake New 7 - 12 School is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

• There will be positive impacts on the rights of Indigenous peoples, associated with the construction of a new school that will provide a safe learning environment for children in Kasabonika Lake;
• During construction activities mitigation measures to ensure the protection of the environment, and safety of members of the community will be implemented.  Mitigation measures proposed for the project have been prepared and reviewed by ISC.

Implementation of mitigation measures is required for the project to address:

• Potential effects on surface and groundwater:
  • Waterways will be protected from sedimentation during construction
• Potential impact to land:
  • Increased run-off from the building, parking and access roads will be managed in drainage swales, stormwater ditches and culverts, as well as a perimeter silt fence during construction. 
  • Upon construction completion, the site will be seeded with grass mixes.
  • Existing trees and vegetation designated to remain will be marked and protected.
• Potential impacts to Flora and Fauna:
  • In the event that migratory birds or their nests are observed onsite, appropriate mitigation to avoid disturbance will be carried out, including the establishment of setbacks and buffer zones or adjusting construction schedules.

Indigenous Services Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Indigenous Services Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
