Advanced Training on the Impact Assessment Process

Goal

    The goal of the course is to provide participants with an overview of the technical aspects of Impact assessments of designated projects under the Impact Assessment Act. The course describes the factors to be considered in an Impact assessment, as well as the Agency’s policy and guidance. Participants will learn about the Tailored Impact Statement Guidelines and the importance of the planning phase of impact assessment.

Target Audience

  • Individuals who are or will be involved in the impact assessment of a designated project under the Impact Assessment Act 2019
  • Individuals who have an interest in understanding in greater depth impact assessment under the Impact Assessment Act and its application to projects

Outcomes and Benefits

    By the end of this course, the participants will be able to:

    1. Describe the different phases of the Impact assessment process including:
      1. purpose of each phase
      2. information requirements for each phase and how the information will be used
      3. decision points in each phase
      4. responsibilities of proponents, participants, the Impact Assessment Agency of Canada and expert departments in each phase
      5. timelines
      6. expectations for Indigenous participation
      7. expectations for public participation activities
    2. Identify what Regulations are currently being developed under the Impact Assessment Act
    3. Describe the circumstances in which cooperation mechanisms may be used in the impact assessment process
    4. Identify the factors to be considered and demonstrate an understanding of how these factors are assessed
    5. Understand the role of follow-up and compliance post decision and identify examples of compliance tools
    6. Understand how the impact statement informs decision making and what other information informs the Minister’s public interest decision

Features

    Participants will deepen their understanding of:

  • Section 22 factors to be considered in the impact assessment, including newly introduced factors (e.g. GBA+, health and social, economic effects, indigenous knowledge, community knowledge, impacts to rights), and demonstrate an understanding of how these factors are assessed
  • Section 63 public interest factors (Minister’s determination)
  • Timelines in each phase of the impact assessment process
  • Engaging and utilizing the Practitioner’s Guide to Federal Impact Assessments (including templates and policy guidance documents)

    • As well as:

  • engage in a hands-on approach to learning through interactive exercises, case studies and group discussions; and
  • ask questions about the Impact assessment process

Course Duration

    In-Class: One Day
    Virtual Training: Three (3) sessions of 3 hours each (for a total of 9 non-consecutive hours).
    Pre-requisite course: Overview of the Impact Assessment Act
