Review Panels

The Minister of the Environment may refer an environmental assessment to a review panel if the Minister is of the opinion that it is in the public interest to do so. A review panel is a group of independent experts appointed by the Minister of the Environment to conduct an environmental assessment.

The review panel submits a report to the Minister of the Environment that sets out the panel's rationale, conclusions and recommendations, including any proposed mitigation measures and suggestions for a follow-up program.

An environmental assessment by review panel is defined as current until the Minister's decision concerning the environmental effects of the project has been taken.

Completed

An environmental assessment by review panel is defined as completed when the decision concerning the environmental effects of the project has been taken by the responsible authority(ies) or, in the case of decisions issued under the Canadian Environmental Assessment Act, 2012, by the Minister of the Environment. Where applicable, after an environmental assessment decision has been taken, the responsible authority(ies) must establish a follow-up program to verify the accuracy of the environmental assessment of a project and to determine the effectiveness of any measures taken to mitigate the adverse environmental effects of the project.

Terminated

An environmental assessment by review panel is defined as terminated when a decision is made by the responsible authority(ies) to not exercise any power or perform any duty or function for the purpose of enabling a project to be carried out in whole or in part.
